De acuerdo al calendario electoral, el periodo de votación para las Elecciones Presidenciales de HIC ha terminado y este es el reporte final del Comité Electoral.

De acuerdo a la información facilitada por el Secretariado General, existen 67 miembros en esta Elección Presidencial de HIC con el derecho a voto.

Tenemos 23 votos validos
Los resultados son: 17 votos a favor del Sr. Davinder Lamba y 6 votos en blanco
Se recibieron dos votos atrasados y tres organizaciones votaron sin tener el “derecho a voto”. Votos atrasados y votos sin derecho a voto son votos no-validos.
23 votos validos es un quórum de sobre 10 % del total de los posibles votos, por lo que podemos certificar la validez de este proceso, de acuerdo a la Pauta para Procesos Electorales.
De acuerdo a los resultados, el Sr. Davinder Lamba es el nuevo Presidente de HIC.

According to the electoral calendar, the voting phase of the HIC Presidential Elections is over and this is the final report of the Electoral Committee.

1. According with the information provided by the Secretariat we have in this HIC Presidential Election 67 members with the right to vote.

2. We have 23 valid votes.

3. The results are: 17 votes in favour of Mr. Davinder Lamba and 6 votes in blank

4. Two late votes were received, and three organizations voted without having “the right to vote”. Late votes and votes without having the right to vote are invalid votes.

5. 23 valid votes is a quorum over the 10% of the eligible voting members, so we can certify the validity of the process, under the Guidelines for Electoral Processes.

6. According to the results, Mr. Davinder Lamba is the new HIC President.

A number of 64 HIC members have the right to vote in this election
Members can decide to vote or decide for abstinent
If the member decides to vote, in any case of elections, voters can select one of the candidates or the blank option.
The blank option means that the voter is not satisfied with the candidates but wants to fulfill
his/her democratic responsibility with the Coalition by performing the right to vote.

Every HIC member that has paid their 2006 or 2007 HIC membership dues has the right to nominate a candidate. Once 5 members have nominated a particular individual, that member will be announced by the Electoral Committee as an official HIC Presidential Candidate.

Guidelines for Electoral Processes of HIC President and Representatives to the Board

The present By-law provides the criteria for procedures in the interest of ensuring the utmost possible participation and democratic process of elections of the President of the Coalition and the representatives of HIC Structures, while preserving the autonomy of the Structures, the integrity of HIC’s institutional framework and the unimpeded operation of the Coalition.

HIC Constitution points out three electoral processes:

The election of HIC President by the General Assembly from among the members of the Association.
The election of regional representatives through democratic processes established in each region by the members of the Association located within the region.
The election of representatives of the Committees from among their members.

And the designation by the HIC Board of:

Representatives of social movements.
Associated Board members, to complement expertise, knowledge and areas of interest within the Board.

Each Region and approved Thematic Committee (HIC Structures) is meant to abide by these basic procedures, but can submit their own proposal for the democratic election of their representative(s) to the Board for consideration and approval, complying the election deadline established in this guideline.

El Desafío del Liderazgo de HIC en un Mundo Tridimensional
A través del término “Mundo Tridimensional” presentaré mi concepción del desafío de liderazgo que HIC debe resolver.

El mundo tridimensional de HIC corresponde al mundo interno de la Coalición, a su entorno y al otro mundo posible. El desafío de liderazgo esta pensado para alcanzar lo siguiente:

HIC en su mundo interno: partiendo de sus estructuras internas (Consejo, Secretariado General, Redes Temáticas (HLRN, HSEN y WAS), Grupos de Trabajo y Puntos Focales) debe mejorar su creatividad y receptividad brindando respuestas a las necesidades de sus miembros y centrarse en los resultados. Entonces, HIC será una coalición transnacional para el hábitat.

HIC en su entorno: debe focalizar su perspectiva en las comunidades, participar y colaborar con mayor protagonismo y reflexión en los procesos sociales locales y globales. Entonces HIC articulará sus fuerzas con las oportunidades dadas por su entorno.

HIC en el otro mundo posible: lucha para lograr un nuevo orden social e internacional en el cual la dignidad humana y los Derechos del Hombre sean implementados para todos y no solo para algunos. Entonces HIC contribuirá a garantizar un ambiente sostenible y a asegurar la participación efectiva de todos en la construcción y el compartir del hábitat en vista del bienestar colectivo.

Este candidato ha participado activamente en HIC durante los últimos veinte años. Esta familiarizado en los ámbitos sociales transnacionales e intergubernamentales. Tiene una formación en ciencias políticas, especializado en medio ambiente e ecología y en arquitectura. Fue uno de los dirigentes del movimiento social Keniano, comprometido con la “segunda liberación” de la dictadura post-colonial y la implementación de la reforma para la nueva constitución democrática. Fue miembro -como académico urbano – del Comité Científico Steering del programa MOST/UNESCO. Fue Presidente del Foro Global de la Sociedad Civil, miembro de la alianza del Programa de Naciones Unidas para el Medio Ambiente (UNEP). Encabezó el equipo a cargo de la logística del Foro Social Mundial 2007 en Nairobi en el cual fue también dirigente de la Caucus Dignidad y Derechos Humanos (Human Dignity Human Rights Caucus).

Fue fundador de la Organización “Hombres para la Igualdad de las Mujeres” (Men for the Equality of Women - MEW) en Kenia. Contribuyó a la creación de la red Mujer y Hábitat (WAS) en la Asamblea General de HIC en Berlín en 1987, y colaboro al desarrollo y funcionamiento de la Red. A través de la Red Africana de Información sobre los Establecimientos Humanos (Settlements Information Network Africa - SINA) fue pionero de la campaña por la igualdad de derecho de las mujeres para el acceso, el control y la herencia del suelo y de las propiedades que se inauguró en Hábitat II en Estambul (1996).

Ha recibido el premio HABITAT Scroll of Honour Award (1999), por su promoción de la seguridad de tenencia y de la asignación de suelo con fines habitacionales. También recibió el premio Kenya National Commission on Human Rights, y el premio Firimbi (2006) por la lucha contra la corrupción inmobiliaria y la promoción de la reforma urbana.

La perspectiva de Davinder es: ¡Si a la globalización centrada en las comunidades libres! - ¡No la globalización centrada en el libre mercado!

HIC ‘Triple Worlds’ Leadership Challenge
I use the ‘Triple Worlds’ expression to present my conception of the HIC leadership challenge that must be met.
The triple worlds of HIC are its inner world, outer world and another world. The leadership challenge is to help to achieve that:

HIC in its Inner World, becomes more responsive to members, innovative and results oriented, within its structures, which include: Board, Secretariat, HLRN, HSEN, HICWAS, Working Groups and Regional Focal Points. And HIC is sustained as a transnational habitat coalition.

HIC in its Outer World, becomes a more people-centred, activist and reflective participant and a collaborator in the local and global social process. And HIC matches its strengths with opportunities.

HIC in its Another World, strives for a social and international order in which the human dignity and human rights of every one, rather the few, are fully realized. And HIC contributes to achieving sustainability of the environment and effective participation everywhere in shaping and sharing of human habitats for the well-being of everyone.

The Nominee has been an active participant in HIC for two decades. He is conversant with transnational social and intergovernmental arenas. Trained as policy analyst/environmentalist and as an architect. Part of the Kenyan social movement leadership, engaged in the ‘second liberation’ from post-colonial dictatorship and instituting reform for a new democratic constitution. A former member – as an urban scholar, Scientific Steering Committee of MOST Programme of UNESCO. Former Chair, Global Civil Society Forum, allied to UNEP. He headed the project team for the delivery of physical facility for WSF 2007 in Nairobi and was part of the leadership of the Human Dignity Human Rights Caucus in WSF.

A founder of Men for the Equality of Women (MEW) organization (Kenya). He moved the motion to establish the Women and Shelter Standing Committee under HIC Constitution at the Berlin General Assembly in 1987 and, contributed to the formation and the operation of HICWAS Network. Pioneered through Settlements Information Network Africa (SINA), the campaign for women’s equal right to access, control and inheritance of land and property, launched at Habitat II in Istanbul.

A recipient of the UN-HABITAT Scroll of Honour Award (1999), for promoting secure land tenure and transparent land allocation. The Kenya National Commission on Human Rights, Firimbi (Whistle Blowers) Award (2006) for fight against corruption and promoting land reform.

The stand on globalization is: free people-centered globalization, and not, free market-centered globalization.

SUBJECT: HIC Presidential Elections

Dear HIC members:

Next month, May 2007, the 4-year period for which I was elected HIC President will conclude.

As you have already been informed through General Secretariat communications, the electoral process has been initiated with establishment of the Electoral Committee presided by Alejandro Florián and the opening of a blog with basic information on the process.

The purpose of this letter is to invite all of our members to actively participate in this process which is exceptionally relevant for the future development of our Coalition. In this spirit, I ask you to consider the
following:

1.- Today, the global context within which HIC activities are developed demands we strengthen our strategic objectives: support and strengthen popular processes; influence public policies, and strengthen our coalition.

To achieve optimum effectiveness and results in the first two of these objectives, we must actively work to internally reinforce our coalition and its strategic alliances.

The recent HIC evaluation -reference and opportunity to strengthen
ourselves- revealed deficiencies and lack of cooperation between the different structural bodies of the coalition, and a large amount of work to do in order to truly function as an articulated International Coalition.

These facts demand we elect a president who thoroughly knows HIC, its organizations, its working styles, and its potentials. Despite the honorary character of the HIC presidency, its president must have the necessary time, support system, and dedication to work intensely in the orientation of our work, formal representation of the coalition, construction of bridges of understanding and collaboration between the different regions and committees, and consolidation of the process of renovation of our Board and other directive bodies.

To achieve these goals, we need our president to be broadly recognized by our membership and to enjoy solid legitimacy thanks to the majority vote of the member organizations. For that purpose, we need each of our member organizations to do the following:

* Update payment of their annual fees, which is an indispensable requirement in order to exercise their voting rights;

* Propose candidates and make sure that they present their proposed working plan taking into consideration the results of the HIC evaluation and the profile distributed by the Electoral Committee;

* Vote on time according to the schedule distributed by the Electoral Committee.

The committed work of the Electoral Committee is fundamental to this purpose.

2.- I take this opportunity to say thank you for all the support I received from many of you during my term as HIC President, and I communicate my decision to not participate as candidate for a second term as our constitution allows. I am profoundly grateful for the proposals made to postulate me for a second term. Nevertheless, it is necessary that I turn them down for the following reasons:

* The need to open to others the opportunity to assist in the steering of our coalition: someone younger but with experience, new ideas, and willingness and ability to work intensely on our behalf.

* To open the possibility to other regions, given that Latin America is already broadly represented in the Board and home to our current General Secretariat.

* The HIC President must travel to all the regions and maintain active presence in the international forums. After 19 years of constant travel on behalf of HIC, I think I have maximized my flight mileage and from now on I wish to strictly limit my travel.

For my part, I will continue to collaborate with HIC in support of the Regional Office for Latin America and in particular in two areas of interest for our coalition: Social Production of Habitat, and the Right to the City.

I hope that the immense challenge posed on our work by the current state of our world, its grave impacts on popular habitat, and the increase of inequality and poverty, will mobilize our will to actively and timely participate in this process and thereby contribute to reinforce our coalition and to achieve the greatest potential and social impact of our work.

Le mois prochain, en Mai 2007, le mandat de 4 ans pour lequel j’ai été élu Président de HIC arrivera à son terme.

Comme vous en avez déjà été informé(e)s par les communications du Secrétariat Général, le processus électoral a débuté par la conformation du Comité Electoral présidé par Alejandro Florián et le lancement d’un blog sur lequel figurent les informations de base du processus.

L’objectif de cette lettre est d’inviter tous nos adhérents à participer activement à ce processus, étape capitale dans le futur de notre Coalition. Dans cet esprit, je vous demande de prendre en considération les points suivants:

1.- De nos jours, le contexte global des activités de HIC exige la consolidation de nos objectifs stratégiques: le soutien et le renforcement des processus communautaires; le lobby sur les poliques publiques, et la consolidation de notre coalition.

Afin d’être plus efficaces et d’obtenir les meilleurs résultats dans ces deux objectifs, nous devons travailler activement au renforcement interne de notre coalition et de nos alliances stratégiques.

La récente évaluation de HIC – référence et opportunité pour nous redonner des forces - a mis à jour des faiblesses et une collaboration insuffisante entre les différentes structures de la coalition, ainsi qu’un énorme effort à fournir pour opérer réellement comme une Coalition Internationale articulée.

C’est pour telles raisons qu’il nous faut élire un président qui connaisse en détail HIC ainsi que ses structures, ses styles de travail, et ses potentiels. En dépit du caractère honorifique de la Présidence de HIC, la personne élue doit disposer du temps et du soutien indispensable, et faire preuve d’un solide engagement pour travailler intensément à l’orientation de notre tâche à tous, pour représenter officiellement la coalition, pour construire des canaux de communication et des ponts de collaboration entre les différentes régions et les comités thématiques, et pour consolider le processus de renouvellement des représentants au Conseil et aux autres instances directives.

Pour la réalisation de ces objectifs, il est indispensable d’avoir un président reconnu para la majorité de nos adhérents, intégralement légitimé par la majorité des votes des organisations affiliées. C’est la raison pour laquelle, il est essentiel que chacune de nos organisations membres remplissent les conditions suivantes:

* Se mettre à jour dans le règlement des cotisations annuelles, condition indispensable à l’obtention du droit de vote;

* Proposer des candidats et des candidates tout en s’assurant qu’ils ou elles prennent en considération les résultats de l’évaluation et cadrent avec le profil diffusé par le Comité Electoral dans le plan de travail qu’ils ou elles présenteront aux électeurs;

* Voter dans les délais accordés dans le chronogramme diffusé par le Comité Electoral.

L’engagement du Comité Electoral est fondamental à cet égard.

2.- Je profite de cette occasion pour vous remercier pour tout le soutien que j’ai reçu de la part de nombreux d’entre vous pendant mon mandat de Président de HIC et vous communiquer ma décision de ne pas me présenter nouvellement aux prochaines élections pour un second terme, comme le permet notre Constitution. Ma profonde reconnaissance va aux adhérents qui ont proposé ma nomination pour un second terme, néanmoins, je ne peux accepter pour les raisons suivantes :

* Il est important d’offrir à d’autres l’opportunité d’assumer la direction de notre coalition: une personne plus jeune mais ayant de l’expérience, de nouvelles idées, et le désir et les capacités de travailler intensément.

* S’ouvrir à d’autres régions, dans la mesure où l’Amérique Latine est déjà vastement représentée au Conseil et est aussi le siège de notre Secrétariat Général actuel.

* Le Président de HIC doit voyager dans toutes les régions du monde et assurer une présence active dans les forums internationaux. Au cours des 19 ans de voyages permanents au nom de HIC, je pense avoir accumulé une quantité suffisante de kilomètres sur ma feuille de vol et souhaite dès maintenant limiter mes voyages au strict nécessaire.

Pour ma part, je continuerai ma collaboration avec HIC auprès du bureau régional d’Amérique Latine et tout particulièrement dans deux des centres d’intérêt de notre coalition: la Production Sociale de l’Habitat, et le Droit à la Ville.

Dans l’espoir que ce gigantesque défi lancé dans notre travail par l’état actuel de notre monde, son impact sérieux sur l’habitat populaire et l’augmentation des inégalités et de la pauvreté mobiliseront nos désirs de participer activement et dans les délais impartis à ce processus électoral et ainsi contribuer à la consolidation de notre coalition et à l’accroissement de l’impact social de notre travail.

El próximo mes de mayo concluye el período de 4 años para el que fui elegido como Presidente de HIC.

Como ya estarán informados por las comunicaciones de la Secretaría General, se dio inicio al proceso electoral con la conformación del Comité Electoral que preside Alejandro Florián y la apertura de un blog con la información básica relativa a este proceso.

El propósito de este comunicado es invitar a todos nuestros miembros a participar activamente en un proceso que es de la mayor relevancia para el desarrollo futuro de nuestra coalición. Al respecto les pido considerar lo
siguiente:

1.- Hoy el contexto global en el que se desarrollan las actividades de HIC exige fortalecer nuestros objetivos estratégicos: Apoyo y fortalecimiento de los procesos populares, incidencia en políticas públicas y fortalecimiento de nuestra coalición.

Para alcanzar mayor eficacia y resultados en los dos primeros se requiere trabajar activamente en el fortalecimiento interno de nuestra coalición y sus alianzas estratégicas.

La reciente evaluación de HIC, referente y oportunidad para fortalecernos, muestra deficiencias y falta de cooperación entre los diferentes cuerpos orgánicos de la coalición y mucho por hacer para trabajar realmente como Coalición Internacional articulada.

Estos hechos exigen elegir un(a) presidente(a) conocedor(a) de HIC, de sus organizaciones, sus estilos de trabajo y sus potencialidades. De alguien que, pese al carácter honorario de la presidencia de HIC, tenga la disposición, la posibilidad y los apoyos necesarios para trabajar intensamente en la orientación de nuestro trabajo, en la representación formal de la coalición, en la construcción de puentes de entendimiento y colaboración entre las diferentes regiones y comités temáticos y en la consolidación del proceso de renovación de nuestro Consejo y otras instancias de conducción.

Para el logro de estos propósitos necesitamos que nuestro(a) presidente(a) sea reconocido(a) ampliamente por nuestra membresía y que cuente con una sólida legitimidad gracias al voto mayoritario de las organizaciones que conforman nuestra coalición. Para ello se requiere de nuestras organizaciones miembro:

* Ponerse al corriente en cuotas, requisito indispensable para ejercer sus derechos electorales;

* Proponer candidatos(as) y asegurarse de que presenten su plan de trabajo teniendo en consideración los resultados de la evaluación y el perfil que difunda el Comité Electoral;

* Votar oportunamente.

El trabajo comprometido del Comité Electoral es fundamental a este propósito.

2.- Aprovecho la oportunidad para agradecer el apoyo que tuve de muchos de ustedes durante mi gestión como Presidente de HIC y comunicarles mi decisión de no participar como candidato a un segundo período al que, de acuerdo a nuestra constitución, tendría derecho. Agradezco profundamente las postulaciones realizadas proponiéndome para un nuevo período, mismas que me fue necesario rechazar debido a las siguientes razones:

* La necesidad de dar oportunidad en la conducción de HIC a otros(as)
asociados(as) más jóvenes pero con experiencia, nuevas ideas y
dispuestos(as) a trabajar intensamente.

* Abrir la posibilidad a otras regiones, ya que América Latina está ampliamente representada en el Consejo y es sede de nuestro actual Secretariado General.

* El(la) Presidente(a) de HIC debe viajar a todas las regiones y tener una presencia activa en los foros internacionales. Tras 19 años de viajes constantes para HIC creo haber cumplido mis horas de vuelo y hoy debo limitar en mucho mis salidas.

Por mi parte seguiré colaborando con HIC en apoyo de la Oficina Regional para América Latina y en dos temas de interés para nuestro colectivo: La Producción Social del Hábitat y El Derecho a la Ciudad.

Espero que el gran desafío que imprimen a nuestro trabajo las condiciones mundiales, sus graves impactos sobre el hábitat popular y el incremento de la desigualdad y la pobreza movilicen nuestra voluntad para participar activa y oportunamente en este proceso y contribuir así al fortalecimiento de nuestra coalición y a una mayor potenciación e impacto social de nuestro trabajo.

SUBJECT: HIC Presidential Elections

Dear HIC members:

Next month, May 2007, the 4-year period for which I was elected HIC President will conclude.

As you have already been informed through General Secretariat communications, the electoral process has been initiated with establishment of the Electoral Committee presided by Alejandro Florián and the opening of a blog with basic information on the process.

The purpose of this letter is to invite all of our members to actively participate in this process which is exceptionally relevant for the future development of our Coalition. In this spirit, I ask you to consider the
following:

1.- Today, the global context within which HIC activities are developed demands we strengthen our strategic objectives: support and strengthen popular processes; influence public policies, and strengthen our coalition.

To achieve optimum effectiveness and results in the first two of these objectives, we must actively work to internally reinforce our coalition and its strategic alliances.

The recent HIC evaluation -reference and opportunity to strengthen
ourselves- revealed deficiencies and lack of cooperation between the different structural bodies of the coalition, and a large amount of work to do in order to truly function as an articulated International Coalition.

These facts demand we elect a president who thoroughly knows HIC, its organizations, its working styles, and its potentials. Despite the honorary character of the HIC presidency, its president must have the necessary time, support system, and dedication to work intensely in the orientation of our work, formal representation of the coalition, construction of bridges of understanding and collaboration between the different regions and committees, and consolidation of the process of renovation of our Board and other directive bodies.

To achieve these goals, we need our president to be broadly recognized by our membership and to enjoy solid legitimacy thanks to the majority vote of the member organizations. For that purpose, we need each of our member organizations to do the following:

* Update payment of their annual fees, which is an indispensable requirement in order to exercise their voting rights;

* Propose candidates and make sure that they present their proposed working plan taking into consideration the results of the HIC evaluation and the profile distributed by the Electoral Committee;

* Vote on time according to the schedule distributed by the Electoral Committee.

The committed work of the Electoral Committee is fundamental to this purpose.

2.- I take this opportunity to say thank you for all the support I received from many of you during my term as HIC President, and I communicate my decision to not participate as candidate for a second term as our constitution allows. I am profoundly grateful for the proposals made to postulate me for a second term. Nevertheless, it is necessary that I turn them down for the following reasons:

* The need to open to others the opportunity to assist in the steering of our coalition: someone younger but with experience, new ideas, and willingness and ability to work intensely on our behalf.

* To open the possibility to other regions, given that Latin America is already broadly represented in the Board and home to our current General Secretariat.

* The HIC President must travel to all the regions and maintain active presence in the international forums. After 19 years of constant travel on behalf of HIC, I think I have maximized my flight mileage and from now on I wish to strictly limit my travel.

For my part, I will continue to collaborate with HIC in support of the Regional Office for Latin America and in particular in two areas of interest for our coalition: Social Production of Habitat, and the Right to the City.

I hope that the immense challenge posed on our work by the current state of our world, its grave impacts on popular habitat, and the increase of inequality and poverty, will mobilize our will to actively and timely participate in this process and thereby contribute to reinforce our coalition and to achieve the greatest potential and social impact of our work.

Como ya estarán informados por las comunicaciones de la Secretaría General, se dio inicio al proceso electoral con la conformación del Comité Electoral que preside Alejandro Florián y la apertura de un blog con la información básica relativa a este proceso.

El propósito de este comunicado es invitar a todos nuestros miembros a participar activamente en un proceso que es de la mayor relevancia para el desarrollo futuro de nuestra coalición. Al respecto les pido considerar lo

All comments/nominations are reviewed in order to insure that they follow HIC Presidential Election criteria. Therefore all messages, before appearing online, are revised strictly in regards to the criteria. All messages should appear online within 24 hours or less, depending on office hours.

Who can be nominated?

Those that are to be nominated must have been a member of HIC for at least 3 years and must be in good standing (active and having paid dues).
For further details, please review the excerpts from the Guidelines for Electoral Processes of HIC President and Representatives to the Board

"Paragraph 16. Eligible candidates to HIC President shall be representative of a Coalition Member organization in good standing for at least three (3) years at the time of the nomination.

Paragraph 17. The Candidates for the position of HIC President shall be nominated by a minimum of five (5) Members of the Coalition in good standing for at least one year at the time of the nomination, and based in any region. "

What is a Call for Nominations?

A call to nominations is an invitation to the members of HIC to indicate the name of another member of HIC that they would like to propose as a candidate for these elections.
According to the document Guidelines for Electoral Processes of HIC President and Representatives to the Board, once a member receives 5 nominations, they are elegible for candidature. This means that 5 different member organizations must post a nomination for the same person in order for him/her be considered for candidature.

"Paragraph 16. Eligible candidates to HIC President shall be representative of a Coalition Member organization in good standing for at least three (3) years at the time of the nomination.

How has the right to nominate?

The Right to Nominate is given to all those HIC members that are in good standing with HIC membership criteria. Since the election happened to be in such proximity to the renewal of HIC Membership Dues, the HIC Board decided to allow all members that had their 2006 dues in order to be able to participate in nominating candidates, however in order for them to vote, all members must have their 2007 HIC membership dues in order.

In short, the Right to Nominate is given to all members who:

have payed their 2007 membership fees
payed their 2006 membership fees
